Skills and Ship progression for PvP?

Any suggestions when starting from scratch?  I already have a bunch of learning skills.

No, there is no progression.

All ships have their own playstyle and it is only up to you to pick one you prefer the most.

You can find 4 year old players flying T1 frigates most of the time. You can find 5 months old characters flying nothing else but Recons.

It is a personal choice, not an evolution.
