This very short quest can be done by anyone that can gain access to the Subway starter dungeons (i.e. anyone under level 25)

This down and out can be found hanging around the gates to Borealis and is a chatty fellow who is feeling a little cold in the harsh winds of Rubi-Ka and would like your help in grabbing a coat to wear.

In fact he's not all that fussy and would settle for a vagabonds coat that is worn by some of the other vagrants in the abandonned Subways.

Speak with Rowland and give him a small donation and listen to one of his rather feeble jokes and he will mention that he needs the coat. Tell him you can get it for him and you will get a mission to retrieve the coat.

Head to one of the abandoned Subways and kill a few of the vagabond mobs near the entrance area until one drops the cloak. The drop rate is decent so it shouldn't take too long before you manage to snag yourself a cloak.

Head back to Rowland and he will take the coat from you and reward you with a lock pick. Short and sweet there isn't much to this quest but it is a cheap means of getting your hands on a lock pick for new players.
