Trader Vladimir tells you to find the Mysterious Necromancer in the Valley of Saints. He's located just inside of the entrance.

The Mysterious Necromancer tells you to enter inside further and talk to the elder. The NPC you're searching for now is called Hierarch.

The quickest way to find him is to run until you're right above the pin on the map. You should be at the edge of a cliff that has a door inside of it. If you fall down and enter the door, the Hierarch is inside of it. There are no mobs in there.

When you talk to the Hierarch, he completes the quest. I recieved 60k xp from it. I also had Kat the Cat out, who takes 30% xp. I don't know how much the reward was boosted or if Kat took his xp from that.
