1) This quest starts in the Light Elven Village, with Rizraell, she's at the center of town. She asks you to kill Lireins and bring back their Wind Shards

2) There are Lireins and Lirein Elders around the road down to the river. They cast the debuff: slow and spam cast windstrike so you better have good jewelry.

3) Return to Rizraell at any time to turn in the items. I got 3388 adena for 10 items, which is pretty good. I haven't tried more than one turn in but this appears to be one of those quests where the more items you bring in, the less overall adena you get.
