As you all know healers are really good at dungeons and boss raids in 9Dragon.If you have just started playing healer, then this is the portion you should read.I believe you will learn some useful informations from the guide.

Clan role:
Wu-Tang: Red phoenix
The league of beggars: strategy beggar
Shaolin: diamond monk
Heavenly demon: phantom demon
The brotherhood of thieves: strategy bandit
Sacred flower: mistress of heaven

Karma: a PvE healer should use BAD KARMA [just don't forget when you kill another player you gain karma and can't gain anymore for an hour from that player].

The PvE healer build should look like this:
Strength: Everything else
Essence: For proper grinding not too much and not too low
Constitution: For proper grinding too [remember healers need 2 points for Con]
Wisdom: Enough for relic
Dexterity: Enough for weapon
Like Zan has already said in her guide you should use a minimum 3 weapon.

Clothes:
As we all know the Wild Tower and Mansion clothes really cost a lot and not anybody can afford then so I would recommend to use this:
For lower levels:
Hat: Should give VE
Jacket: violet wind and lightnings jacket
Pants: violet wind and lightnings pants
Boots: Secret solver boots [obtained at RC12 from quest]
Wristbands :Damage wristbands [100dmg for lover levels should be enough
For higher levels:
Hat: mansion/wild tower VE hat
Jacket: mansion/wild tower
Pants: mansion/wild tower
Boots: mansion/wild tower [secret solvers boots are just fine too]
Wristbands: damage wristbands [should be from 100 to 300 dmg]

Accesorie setup:
From RC:
-Clan relic
-RC BK str relic
-RC BK dex relic
-RC BK con relic
-RC BK ess relic
-an accesorie that would give or HP or VE or Both
