Walkthrough Ojha Rhawash outside the Windurst Walls Mog House entrance wants a Lilac. When you give it to her, she will allow you to exit anywhere in town from the Mog House. You can buy one at M&P Mart in Upper Jeuno or grow one yourself or buy it at the Auction House.

If she won't give you the quest, you can give her a Lilac and she'll finish the quest for you anyway.

Reward Ability gained to exit from any Mog House in Windurst.
