Notes:This item can only be worn after completing the Dealing with Scabaras quest. To make this tiara, you must add water runes to it. 3 water runes = 1 charge and there isn't a limit on how many charges you have in it. When the charges run out, it will revert back to a water tiara. You must be wearing this to have the protection effect from it. To alternately get the runes back after putting them into the tiara, simply destroy it. The runes and water tiara will show up below your feet. You can only own one at a time.
