You must buy the right half (at the Legends Guild shop for 700k or from a player) and obtain the left half from a monster drop. The left half may be dropped by any monster that drops gems.

It is the 4th strongest shield in the game next to the fully charged crystal shield, fully charged Dragonfire shield, and Third Age kiteshield.
