1. Introduction
This is a guide to commerce in the World of TOP. It covers various aspects of trading, including getting a commerce permit, finding commerce centres and goes in-depth with the buying/selling points of commerce items. It also is fully illustrated ^_^. However, what this guide doesn’t do is calculate profits. The prices of the commerce items change frequently and everyone has different tax rates and different cargo spaces. All these variables make it really hard to calculate profitability, but I will go more into that later.
2. Basics of Commerce
Commerce is essentially the buying of one type of item from special traders, storing it in your boat, sailing to another trading centre and selling the item there. You can start Commerce from the time you are lvl 20.
In order to start commerce there are 3 things you need; a boat, a Commerce Permit and money. Whatever boat you chose is dependant on your level and how much money you have. Higher-level (and stronger) boats can only be bought by people with high levels. When you are lvl 20, there are only a few boats available to you. Once you get to a higher level it is a good idea to buy a new boat as it will be faster, have more durability and in some cases, have a bigger cargo, which means more profit per trip.

The commerce permit is obtained from the Shaitan Trader Sidorf. This is covered in the section below. You also need money upfront to firstly buy you boat and to buy the items.
a) Buying Items
To buy commerce items, go to the Commerce Trader and click on Cargo Trade.
This brings you to a window with items that are buyable and what is in your cargo. Simply drag an item down into your cargo slot to buy it. The system will automatically work out how many free slots you have in your inventory and will calculate the purchase price for that amount. Commerce items are non-stackable so each one will take up 1 cargo slot. You will note that there is a certain quantity of items available at each trader. If the quantity listed is 0 then that entire item has been bought out already.
b) Selling Items
If you click on the second tab in the selling window, it brings you to a list of all the items that can be sold there. Some items can be sold in many locations, while others only are sold to 1 or 2 places. If you try to sell to a Trader and item that isn’t on the list the price will be ?0 so DON’T sell it there. In section 5 of this guide I have listed all the combinations of buying and selling so use that as a reference.
To sell the item simply click and drag it up from your inventory into the selling window and press ‘Confirm’. Alternatively, a faster method is to right-click the item to being up the selling prompt.
All Commerce Transactions are recorded in the System Window so if you want to recap how much you bought something for, just scroll up to find it.

Also note that the prices aren’t fixed. Every half an hour the system refreshes itself. When it does this, it refills the quota of items there to a pre-determined maximum and alters the prices. Most prices fluctuate in a range from ?50- ?200 so it really is quite difficult to calculate profit rates. However, generally speaking the most expensive items are usually the most profitable as they sell for more (e.g. one item buys for ?300 and sells for ?600 = ?300 profit per item. Another item buys for ?500 and sells for ?1,000 = ?500 profit per item). After a while of running a certain route you will start to get a feel for what are the best combinations.
3. Commerce Permit & Tax
In order to do commerce it is necessary to hold a Commerce Permit. This is an orange book-like object in your Inventory A commerce pass is non-tradable, non-sellable and non-bankable, so just like your vessel deed, you have it in your inventory permanently once you get it. I recommend placing at the bottom of your inventory so save the upper spaces for active/commonly used items.

a) Obtaining the Commerce Permit
In order to obtain the Commerce permit you have to be at lvl 20 and have a boat. If you meet both of these criteria, then talk to Trader Sidorf in Shaitan at (801, 3657). He will send you on a quest to obtain 40 pieces of Wood. Return to him with the wood in your inventory and he will reward you with the commerce permit.
b) Understanding the Commerce Permit
When you hover your mouse over the commerce pass the description should hold 2 important pieces of information.

~ Permit Level
Firstly, it will say what level you permit is at. There are 3 levels of Commerce Permit - Low, Mid and High. Which level you hold determines which items you can buy. If you hold a Low level permit, then items that require a Mid/High permit to buy will be reded-out and you won’t be able to purchase them.
Lvl 1 = Low Level
Lvl 2 = Mid Level
Lvl 3 = High Level
~ Tax Rate
The second item in the description is the level of tax you are subject to. Initially it will be at 30%. Completing a series of random quests from Trader Sidorf will reduce the tax level by a couple of percents each time you complete a set.
c) Tax Rates
You know the saying. Three things in this world are certain - Life, Death and Taxes. Even in an online MMORPG you can’t escape it. The way that tax works is that it takes out a certain amount of the profits you earn by buying and selling.
For example; you sell an item for ?600. If your tax is at 30%, then 30% x ?600 = ?180. Thus the amount of money you actually receive is the selling price less tax: ?600 - ?180 = ?420. This is why it is a good idea to lower your tax. The lower the tax percent then the more money you receive per item and the more cash profit you make.
~ Lowering Your Tax
Get ready for another series of never-ending quests. It works just like the Class Life Quests you get from your Classmaster. However, instead of a series of 10 quests, you only have to complete 6 in a row (for Low Level) or 8 in a row (for Mid Level) to get the reward. 
When you accept the last task in the set at the bottom of the quest log it will say what your reward is it can be either a tax reduction or a Commerce Statue. If it is a tax reduction there will be a “?” symbol, if it is a statue there will be a picture of it. 
Commerce statues are ingredients used in various Crafting/Manufacturing blueprints. However if all you want is tax reductions these can get annoying. Check out the Tips and Hints sections for a method to avoid getting statues.
There are 4 main kinds of quests
1) Asks for a certain number of quests to be completed.
2) Asks for a certain number of monster drops
3) Asks for you to deliver a parcel to a person
4) Asks for an Life quest item (Ore/Wood/Sashimi)
Type #1 & #2
When you asked to kill a monster, or obtain a monster drop the monsters will most likely be at or just around your own level. The monsters can be on any continent. Once you reach lvl 25, you will start to get requests for monsters at sea so get your boat ready.

Type #3
There is a similar correlation with levels and the locations you have to deliver to. If you get a quest at lvl 22, you might get a quest to deliver items to Babul Haven as monsters around there are in the 20’s and if you are in the 30’s you may get requests for Valhalla Haven NPCs. A particularly difficult location to get to is Thundoria Castle as you can’t teleport directly there. So if you do get a quest that ends in a NPC there, and you get there successfully try setting your spawn point there so that if you get future quests there you can Old Ticket yourself there.

Type #4
Type 4 is relatively simple so long as you have the life skills and the tools necessary. If you don’t have these life skills you can always try and buy the items needed, however you may not always find stall with the items you need and this can get very expensive

Permit Level Variations
The Low level quests are relatively easy. You are usually asked to kill/bring 5-10 of the criteria. In Mid Level quests you can be asked for 15-25 of each Item or Kill.
~ Table of Tax Increments
As you lower you tax it will reduce in set increments. The old Commerce Guide had a list of the flow of tax reductions. When I was going through my tax reductions, I noticed some discrepancies, so I assume that with the Union War update that the table is now out-of-date. However, when I started writing this guide I was well into these quests and I hadn’t gotten any record of how many sets I had completed and what the tax rate was after completion, so unfortunately I can’t provide accurate information here. I am still going to list the old tax chart and I will begin to update it from the Mid Level Permit onwards. If anyone is interested in helping me by going through the Low level commerce reductions level by level I would very much appreciate it. The criteria would be that it is a new character started in the Union War version that hasn’t already had any connection with commerce. If you are on Aegean Server, I might even be able to help you. ~ Tips and Hints for Commerce Quests
1) Carry Ore/Wood/Sashimi
Often Sidorrf will ask you to simply bring him a life-skill item like Sashimi, Wood or Ore. The best thing to do when you are working on lowering your tax rate is to keep about 2 stacks of these items in your inventory. Often you will get sequential quests for them like 8 Wood ~ 6 Sashimi~ 7 Wood, etc and by holding enough of these in your inventory you can complete the quests right after accepting it and knock down several in a row without breaking a sweat. If you run out you will have to go out and chop/mine/fish/buy some more. At Mid Level permit, you may want to carry more stacks as one quest would chew through 20-25 at a time
2) Tickets, Tickets, Tickets
Tickets are very handy things to have when doing commerce quests. They allow you to warp to and from locations without having to find a teleporter. This is particularly handy for getting to NPC or monster areas fast. I set my spawn point at Abandon Mine Haven so I had easy access to teleporting to other Ascaron Havens and to the Woodcutting spot south of the haven & the crystal ore mining spot. All the Havens on Magical Ocean and Deep Blue I could run to.
Also keep a good stock of Shaitan tickets on you as it will be the ones you use the most.
3) The Secret to Constant Tax Reductions

Now when you do commerce quests there is a chance that you get either a Tax Reduction or a Commerce Statue. Warby worked out that it isn’t so much chance as alternates. Basically, when you complete one lot of 6 quests and get a tax reduction, the next lot you complete will be a statue and the next one after that will be tax. Basically it looks like this

Now just like your “Class Life” quests, when you abandon one it resets the whole sequence. So if you abandon the first quest in a Statue set you will skip onto the next set which is another reduction. This is what it looks like;

Cancelling a quest does cost some money, but if your goal is to reduce your tax as quickly as possible, then this is the way to shortcut it. Alternatively, if you are wanting statues for Crafting/Manufacturing than you could reverse this process in order to only get statues.
Authors’ Note: I have tested this out with Low Level Permit and in the entire time from 30% - 20% I only got 1 Statue and that was the first quest set I completed so this DOES WORK. The same pattern applies for the Mid Level Quests, only there are 8 quests in a set.
4. Commerce Centres & Coordinates
In this part of my guide I will be detailing the various locations and coordinates needed to perform trading. This not only includes the Commerce centre, but the cords for the docking point and the harbourmaster. Note that some traders can be found in the open, while others are in buildings. Sometimes entering buildings can be tricky. The easiest way is to get close to the building and click inside the room through the roof. Your character will naturally find the path inside. I will also be including references to Landing in Safe/Battle zones. Some of the isles contain high-level and aggressive monsters.
Format
Docking Coords: the location of the moving-arrow-docking thing
Harbourmaster Coords: the location of there the harbourmaster is. You talk to them to refuel, repair and set sail, as long as your boat is docked there
Builder Coords: the location of the boat builder. You talk to them to upgrade your boat (only applicable for Argent, Thundoria, Shaitan & Icicle)
Trader Coords: the coordinates of where to find the trader
Safety Factor: percentage figure. An estimate of how safe/dangerous a city/port is.
100% - Completely Safe
75% - Mostly Safe (Spawn is in Safe zone, Safe zone is moderate. Areas outside contain high-level, vicious monsters)
50% - Moderately Safe (Spawn is in Safe zone, Safe zone is small. Areas outside contain high-level, vicious monsters)
25% - Mostly Unsafe (Spawn is in Battle zone, Safe zone is small. Areas outside contain high-level, vicious monsters)
0% - Highly Unsafe (Spawn is in Battle zone, No safe zone exists. Entire area contains high-level, vicious monsters)
Finding the Trader: Instructions of how to get to the trader and whether or not he is inside or outside
Safety Analysis: Brief description of the safety/unsafety factor. Explains the boundaries of Safe and Battle Zones. Lists monsters and monster levels found

Finding the Trader: The Commerce Centre in Argent City can be found in the eastern off-branch of the city. The Trader Chiroro is found inside a building in the centre of the square.
Safety Analysis: Once you enter the port of Argent you are in a safe zone. The path to the Trader is monster-free.
b) Ascaron - Zephyr Isle (south-west of Argent)
Docking Coords: (3260, 3309)
Harbourmaster Coords: (3252, 3300)

Safety Factor: 75% Safe
Finding the Trader: Trader Burgess can be found out in the open. He is slightly above and to the left of the spot where you spawn from
Safety Analysis: The area you spawn in is a safe zone. The other NPCs on the isle (the teleporter and the harbourmaster) are also in a safe zone. There is a battle zone outside the perimeter of the encampment that has lvl 51 Frenzied Wolves in it. 
c) Ascaron - Thundoria Harbour (north-east of Argent)
Docking Coords: (1058, 1331)
Harbourmaster Coords: (1057, 1324)
Builder Coords: (1061, 1291)
Trader Coords: (1005, 1305)
Safety Factor: 100%
Finding the Trader: Trader Sanjay can be found inside a commerce building in the main square of Thundoria Harbour. Cross the bridge to the western part of the town and head to the lower building
Safety Analysis: Thundoria Harbour itself is completely safe. However exiting the town to the west would put you in a battle zone, though if your only purpose here is Commerce, then there should be no reason for you to do so. Common enemies found there are lvl 55 Guardian Angels and other lvl 40 monsters.
d) Ascaron - Glacier Isle (east of Thundoria)
Docking Coords: (2305, 1123)
Harbourmaster Coords: (2299, 1123)
Trader Coords: (2279, 1113)
Safety Factor: 50%
Finding the Trader: Trader Sacenis can be found a little up and to the right of your spawn point. He is out in the open in front of a tent
Safety Analysis: You spawn point here is in a safe zone, though it is rather close to the safety barrier. The safe zone here is actually rather small, so I advise against any exploring. Stick to the path from the harbour to the trader. Monsters roaming outside the safe zone are lvl 50-55 Sakura Pirates (Sailor/Fighter/Militia).
e) Ascaron - Outlaw Isle (north-east of Glacier)
Docking Coords: (3632, 747)
Harbourmaster Coords: (3619, 743)
Trader Coords: (3595, 740)
Safety Factor: 75%
Finding the Trader: Trader Dilady (man are the running out of names or what??) can be found just above where you spawn. He is in the open in front of a tent.
Safety Analysis: Your spawn point is safely inside the safe zone. The safe zone extends to the top right of the island where the teleporter is. As long as you stay away from the walls lining the east of the port area you should be fine. The monsters found here are lvl 49 Great Polar Bear, Lvl 50 Horrific Snowman and Lvl 52 Horrific Yeti
f) Magical Ocean - ShaitanCity
Docking Coords: (844, 3684)
Harbourmaster Coords: (822, 3698)
Builder Coords: (900, 3669)
Trader Coords: (801, 3657)
Safety Factor: 100%
Finding the Trader: Trader Sidorf is found in the south west part of the city, above the path to the harbour. He is inside a building. This is the trader to come to in order to get your commerce permit and he is the one who gives you the INSANELY REPETITIVE quests in order to reduce your tax rate
Safety Analysis: Just like Argent, this harbour is completely safe
g) Magical Ocean - Canary Isle (east of Shaitan)
Travelling Note: When approaching the Island BE CAREFULL. Situated around the border of the island are cannon towers that will aim and fire at your boat. If you have a guppy or a similar low-level boat this could do serious damage to your durability. Instead, you will note that surrounding the island there is a ring of dark blue water (guessing its supposed to represent a reef). This outline is a safe distance from any of the canons. Follow this line when approaching the island until you get to the eastern side of the island. The area around the docking point is safe for you to approach.
Author’s Note: I had heard of this previously and had conscientiously avoided the border of the island for fear of these cannons. In making this guide I decided to try it out and see how bad it was. The smart thing to do would have been to repair my ship to maximum capacity BEFORE sailing close to a cannon. Did I do the smart thing? NOOOOO. With my lvl 25 Windseeker (82 Defence) the cannons did about 250-350 damage, plus they have a decent firing speed. Not nice when your boat only has about 1100 Durability left

Finding the Trader: Trader Mickey is up and to the right of your spawn point. Like most isle traders he is in front of a tent.
Safety Analysis: You spawn in a safe zone, but the area is quite dangerous. The safe zone is rather limited. *IMPORTANT* be careful if you want to approach the Teleporter. She is only halfway in the safe zone. Sometimes when you click on her and your character auto-adjusts its position, you might actually end up in a battle zone. The monsters found here are Jack the Pirate’s Crew (lvl 30 Sailor/Lvl 41 Fighter/lvl 45 Militia). Note that cannons can fire at you while you are on the land, as well as being in your boat.
h) Magical Ocean - Cupid Isle (north-east of Canary)
Docking Coords: (2526, 2375)
Harbourmaster Coords: (2527, 2393)
Trader Coords: (2520, 2397)
Safety Factor: 25%
Finding the Trader: Trader Yuka is just to the left of where you spawn, close to the teleporter
Safety Analysis: DO NOT LET DOWN YOUR GUARD HERE. The area that you spawn in is actually outside the safe zone and there is at least one monster in range of you. If you are lagging badly, you might find that by the time your computer catches up, you may already have taken hits from the mob. As soon as you land, head up into the safe zone. Please note that the safe zone here is rather small. The monsters found here are Jack the Pirate’s Crew (lvl 30 Sailor/Lvl 41 Fighter/lvl 45 Militia).
i) Magical Ocean - Isle of Chill (north of Cupid)
Docking Coords: (2369, 754)
Harbourmaster Coords: (2372, 736)
Trader Coords: (2385, 735)
Safety Factor: 50%
Finding the Trader: The Trader Sibun is just down and to the left of your spawn point.
Safety Analysis: This island isn’t too bad. However, note that when you talk to the trader there will be one or 2 monsters nearby. They won’t attack you in the safe zone, though they can be disconcerting. Monsters here are Northern Pirates (lvl 57 Sailor/Fighter, lvl 58 Militia)
j) Deep Blue - Lower Icicle Castle
Docking Coords: (1212, 658)
Harbourmaster Coords: (1215, 682)
Builder Coords: (1222, 627)
Trader Coords: (1260, 576)
Safety Factor: 100%
Finding the Trader: The trader here can be a bit hard to find as everything is blue so the commerce centre doesn’t stick out on the map. Head up and follow the path to the right until you reach the building and enter. Trader Pahniro is inside.
Safety Analysis: Completely Safe. There is a battle zone to the left, but it only has Mystic Shrubs and Squidy’s so no real threat
k) Deep Blue - Isle of Fortune (south of Icicle)
Travelling Note: This is a particularly dangerous area. Approach with caution, the strongest pirate ships patrol this area. Also as noted below in the Safety Analysis, the isle itself is very dangerous as there are NO safe zones on the island. Also note that there are two ‘landing’ zones. Don’t go to the middle one, it is false, the only dockable port is the one at the bottom
Author’s Note: I HATE THIS ISLAND. My character with the Mid level permit is at the time of writing this guide, only lvl 40 so would get slaughtered if I tried to come here with her, so I took my lvl 60 FS Cleric instead. Hallelujah for Energy Shield. When I go to an island I usually take multiple screenshots of the trader, the trading window and the radar/map zones. It took be about 5 minutes of running to and from the harbour where it is relatively safe to get all that I needed. Thankfully it was an x3 EXP weekend and there were plenty of people there training, so they killed monsters for me. Special thanks to LoveLove (SM) for sealing a mob about to kill me ^_^.

Safety Analysis: VERY DANGEROUS. This island has no safe zone. You spawn in a battle zone and can be attacked at any time. The monsters are also quite strong. The area which the trader is in is directly in the range of about 1 or 2 of the monsters so in the time it would take you to sell and buy goods from the trader, you may well be dead, unless you have sufficient HP and Defence (or SP for Clerics Energy Shield) to tank the damage for a minute or so. I strongly recommend that players under lvl 60 shouldn’t try coming here. Monsters that can be found here are the Beardy Pirate Crew (lvl67 Sailor/Lvl68 Fighter/Lvl68 Militia)
Special Note:
Although Fortune Isle is a battle zone, there is a certain degree of safety in certain areas. If you look at the image below I have outlined a safe-ish area that is outside the range of most monsters. This is an area that you could retreat to, to sit and let your HP/SP regenerate if needed. However, I stress that it is only “safe-ISH”. If a monster spawns differently, you may find the area you are in is a part of their range again so please don’t AFK thinking that you are completely safe.
5. Glossary of Commerce Items
This section goes in depth in analysing each commerce item, detailing where it can be bought from, where it can be sold to, what level of permit is required and estimates of cost and selling price. I have personally sailed to every commerce centre to verify/correct the information. I first went everywhere with a low level permit and then with a mid-level permit to verify the permit required data. The reason for the sub-sections is to meet the different information needs of users. When I started commerce-ing I found the existing guides inadequate. One guide only listed the buying/selling of items in each centre without matching it up to the buying/selling in other centres and the other guide only listed item tradability on direct routes without exploring much cross-map trading. Hopefully my breakdown will help you find what information you are after.
Also note that the prices aren’t fixed. They change roughly every 30 minutes. However I have noticed that buying prices fluctuate within ?50-?150 and most selling prices move within ?100-?200, though a few I have encountered vary as much as ?700. I have taken screenshots of the different trading centres at different times and have listed in the Average selling price column the range for the highest and the lowest prices that I have seen (rounded to 10). The more expensive an items is, the larger range it has to fluctuate, so it is more risky as to wether you make a small or a large profit.

To get the wood or ore in your ship, simply have the base materials (10x Wood = Wood Bundle, 10x Iron Ore = Pig Iron, 10x CrystalOre = Crystal, 10x Energy Ore = Energy Crystal) in your inventory and then talk to a Freight NPC on the same continent as where your ship is docked. To get the Fish Meat, simply fish at any fishing spot and when you pick them up they go to your cargo hold. These items, unlike normal commerce items ARE stackable. A stack of Wood or Ore is of 10 and Fish Meat is in stacks of 15.
These items, however are only sellable at the major cities of Argent, Thundoria, Shaitan, and Icicle. The price for them doesn’t fluctuate. Loading and selling ore can be profitable, but quite frankly it would be easier to sell them to other characters for use in quests and in the hexathalon. And wood and fish meat is better kept to sustain your ship. However, if you do have an excess of fish meat, you could sell some.
e) Salvage Items
This section covers items that are also obtainable through salvaging. While not totally related to commerce itis similar and can be quite profitable if done correctly.

These items are also obtained from salvaging Sunken Ships that can be found in various locations. This is a good way to make money, as essentially, you are filling up your cargo without having to buy the items from a trader. This means that once tax is taken out, you make 100% profit. The flip side, is that these items are low sellers, selling for only about ?500-700 and you also have to take into consideration the time and fuel spent in the salvaging process. However, on average, on a low level permit a person can make about ?10,000 - ?15,000 per trip.
Note that the same rules as commerce applies. You get tax deducted from the selling price. You also need to consider where you sell the items. For example if you are salvaging below Shaitan, then you would not be able to sell High Grade Porcelain there as that is the buying point for it, and the selling price is ?0.

6. Calculating Commerce Profits
In Commerce, Profit is the difference between the purchase price of an item and the ex-tax amount received from selling it. The basic formula for calculations is;
Profit = ( (Selling Price - Tax) - Purchase Price) x Cargo Slots
and Tax = Selling Price x tax rate
I know … maths
An Example might help:
Purchase Price: ?300
Selling Price: ?600
Tax Rate: 30%
Cargo Slots: 24
Tax = 600 x 0.30
= 180
Profit = ( (600 - 180) - 300) x 24
= (420 - 300) x 24
= 120 x 24
= 2,880
I know that seems complicated. There is an easier way to work out your profits as you go. In the system window, you will notice that the selling and buying transactions are recorded there. When you buy an item, it notes how many you bought and the total purchase price. When you sell an item it says what you sold and how much money you received (the selling price - tax) and how much tax you paid separately.
When I go on a commerce stint, I like to set out a little table on a piece of paper beside me and I take notes of how each run did. I find it helpful to keep a track of just how each run goes. This is what my table looks like:

The Run is a note of which commerce centres I travel between, and the Item is what I traded (I usually abbreviate these). I take a note of the purchase price from the trading window and record the total cost from the system message. When I sell the item, I get the Cash Received info from the system window. I then multiply the amount received by the number of items. I like to record the purchase and selling prices so I can monitor by how much the prices fluctuate. Taking the two total amounts away from each other I get the profit for that run. If I stop for repairs or refuelling, I like to take a note of how much it cost as it really is an expense of commerce. When I am done with that round of commerce, I add just how much I made and take away the maintenance costs to get a total figure for Profit.
Whether or not you want to use such a method to calculate your profits is up to you.

Well that concludes my guide on commerce … well that concludes Part 1 at least . I hope you have found it helpful. My guide will continue to go under review. I need to complete the section on the tax reductions and I am sure that there are more selling prices outside the set I have listed for each item. I will continue to collect data on the Commerce Permit and Commerce Selling/Purchasing prices as I go.

However, this may take a while as I still have quite a lot of data to collect on some of the trading routes, so it may be a while in the making, but I am working on it
