Information:	Sells the Shantay pass (5gp) which gives you one-time access to the desert where you start Tourist Trap quest. (Passes can be bought repeatedly and used as needed). He also sells all of the items needed for the quest and has a bank chest conveniently located by the doorway to desert. You can also use him to teleport to port sarim in the following way: Talk to him and say "What is this place?" Next say "I am definitely an outlaw, prepare to die!" (you'll be prisoned in the nearby jail) Next say "No thanks, you're not having my money." Next say "No, do your worst!" You will then be at Port Sarim jail, in a closed cage. You need to pick the lock (a picklock is not required) to get out of jail.
