This arc will get your level 69 spell. Before Brovil will talk to you, you must retrieve Cicero's Torn Notebook, which is dropped by drachnids near Ruins of Xill. Hand the book into the clockwork spider next to Brovil. If you've completed any mission in the arc by someone else starting the mission, Brovil will talk to you regardless of you finding the notebook or not.
