The new Elf city from the Mourning's End Part 1 quest is located in the Isafdar woods. There's two ways to get to Lletya.

First Way: When you start Mourning's End Part 1, Eluned will give you a teleportation crystal.

The first time you get it, it has 4 charges. After that, Eluned will charge you money for supplies she needs to recharge the crystal. The first time, it takes 750gp to recharge and you get 3 charges. After that, the price goes down and you still get 3 charges. If you ever lose your crystal, go back to Lletya and kill Elf Warriors. Tiny Elf crystals are a common drop and you get a drop of 1 tiny Elf crystal or it could have one charge. Just take them back to Eluned, and she will recharge them.

Here's the prices of the rechargings:
First Time: 750 gp
Second Time: 600 gp
Third Time: 450 gp
Fourth Time: 300 gp
Every Time After: 150 gp

Second Way: If you need to go to Lletya and you don't have the crystal, then here's the way to the village.

U. P. is the Underground Pass and A. P. is the Arandar Pass.

Follow the white line and you'll find yourself at the trees to get into Lletya (the red square). Watch out, there's a leaf trap, a tripwire, and a couple of dire wolves near the entrance of Lletya.

This is what the trees look like.

They rise up and you walk right through. These trees are just a little north of the Roving Elves' southern camp (the red oval). Then you walk down the path and you come to the entance to Lletya.

There are two floors to Lletya. Let's start on the First floor

1. There's 3 sheep here ready to be sheared.
   
   
   
   
2. In this part, there's the Lletya seamstress and the spinning wheel.

   The seamstress is very useful in the Mourning's End Part 1 quest. You can buy the dye for the toads here, and also she repairs your Mourning's legs with 2 silk and a fur.
   
   
3. Lletya's General store. No city can be complete without one.
   
   
   
   They have everything another general store has and a little more.
   
   
4. Lletya's Archery Shop. You can buy arrows from steel to rune, bolts, and some bows.
   
   
   
   
5. Lletya's well. Not only is there a well here, there's some warriors you can fight and some Elves to talk to.
   
   
   
   
6. This is where you speak to Arianwyn about the Mourning's End quest
   
   
   
   
7. Lletya's Bank. Finally a bank in the Elven Lands! Store all your precious items if you don't want to lose them here.
   
   
   
   
8. This is Lletya's flax site. Very useful seeing as it's almost right beside the bank
   
   
   Well, that's the first floor! On to the second floor
   
9. This is Lletya's ranges and cooking store.
   
   
   
   Here's the food store and all it's prices.
   
   
   
   
10. This is Lletya's altar. This altar is to worship Seren, the Elven god.
    
    
    
    
11. Scattered throughout Llatya, there are Elves that you can pickpocket (lvl 85 thieving). Also, for those with +75 woodcutting, there's a group of magic trees near the Roving elves southern camp (the tree symbol in the red oval).
