Description	This quest is given by Harbormaster Zin in his home in The Harbor. It grants access to the Stormreach Marketplace, and is a must do for any character. After talking with him you should do the first two quests in the Lost Seekers progressional series in The Waterworks. This means Clan Gnashtooth and Clan Gnashtooth Prison. After completing them return to the Harbormaster. He will give you a Sealed Writ of Cmmendation. Hand this to Guard Killmarten at the Marketplace gate to receive access to the Marketplace for good.
